Above the tallest building was a factory that made clouds.
Workers poured water into enormous silver machines. Some clouds were shaped like sheep. Others came out lumpy and had to be fixed.
One morning, a worker pressed the wrong button.
For the rest of the day, it rained tiny marshmallows.
